MEETING MINUTES – TUESDAY DECEMBER 22, 2009
Seated: Jim Bird, Annette Immorlica, Wes Sonner, chairperson and Chip Spalding
7:35 PM The meeting was called to order. The board met to discuss the issue of public versus private roads. Spalding stated that open space subdivisions permit private drives. Spalding added that if the Selectmen are proposing to put something new in zoning it will contradict what they have in zoning now. Sonner stated that John Quinlan has said he doesn't want to see more than 3 or 4 houses on private drives. Spalding stated that the potential issue is with common drives. Spalding stated that he would like for the board to plan for roads that could be built to town specifications at a later time. Immorlica and Spalding do not feel the board needs to do anything regarding the issue. Bird stated that there needs to be a sign before any lots are sold that specifies a private drive. Spalding suggested that the item be added to the checklist and not the regulations.
Bird suggested adding something after I-305.3(g). Immorlica stated that she did not think they should propose anything and that she is happy with what they have. The board had a brief discussion about the proposed wording regarding required signs for private drives. Immorlica stated that she does not think the proposed language solves the problem of private roads. Spalding stated that he does not think a sign is going to solve the problem or make the Selectmen happy. Bird stated that this is something he wants in the regulations regardless of how the Selectmen feel. Spalding asked if there is somewhere in the subdivision regulations they can put the proposed language. There was a brief discussion regarding different areas of the subdivision regulations. The board decided to add the proposed language to the end of III-420.9. The board decided to send a letter to the Selectmen regarding the amendment.
9:15 PM Bird motioned to send a letter to the Selectmen regarding having a hearing to add the following sentence to III-420.9 – “All private roads, including driveways serving more than one house lot, shall be signed as 'Private Way – Not Maintained by Town', or alternate verbage as designated by the Planning Board or Board of Selectmen. Required signage shall be in place and clearly visible before any building permits are issued for lots served by the road or driveway”. Immorlica seconded. All were in favor. The motion passed.
9:16 PM Bird motioned to adjourn. Immorlica seconded. All were in favor. The meeting was adjourned.
